Surface Book 3 Throttling at 0.19 GHz

Hello,

My 2 week old surface book 3 ( i7-1065G7) is now throttling at a very low speed of .19GHz.  

I have a standard mouse plugged in, and a Microsoft USB-C Travel hub connected.  To the travel hub, i have a 2nd monitor connected via VGA cable.  This system worked well until i plugged in an Ethernet cable to the hub from my router.

I have unplugged the travel hub, and have restarted the computer 2 times now with no luck.

    To “solve” it I detached the screen and pressed the top left button and the + to shutdown and the rebooted it. Bingo, CPU now clocking happily. 

    So now i just have setup the laptop once again grrrr.

    Have the same problem here, already multiple times occurred.

    Starting in tablet mode with power + volume down works and makes the device reusable again.

    Unchecking the fast startmode in power settings does not have any effect.

    It was observed under the following conditions:

    Docked to Surface Dock 2 with 2x 4k Monitors, and

    Video conferencing software (Webex, Teams) or video widgets in the browser

    I'm fully with you on this one, man.

    We can only raise awareness for the great idea, good design (minus the bezels), bad implementation and bad service that Microsoft is providing to their customers. I spent far too much work time trying to make a super expensive device work. It didn't. Not anymore.

    Sad but it's a business, let's move on. Good luck to everyone!

    I managed to capture in the Task Manager the moment when everything got SUPER SLOW. I still haven't checked the Event Manager.

    I ran into this same issue today (13" i7, Windows 10 Pro, 2004, all Windows updates).  At the 4-hr mark of Zoom and Teams video conferencing the computer throttled itself to 0.19GHz.  Multiple reboots/hard power offs/and some time to cool off did not fix the issue.  At the time this happened the back of the tablet was quite hot.

    I called Microsoft Support and ran sfc and dism at their direction to no avail (both taking quite some time to complete).  The last thing we tried was running the Surface Book 3 driver installer.  We rebooted the system after this completed and the processor went back to normal.

    Here's hoping the problem stays fixed and this post helps someone else out.
