Surface Book 3 Throttling at 0.19 GHz

Hello,

My 2 week old surface book 3 ( i7-1065G7) is now throttling at a very low speed of .19GHz.  

I have a standard mouse plugged in, and a Microsoft USB-C Travel hub connected.  To the travel hub, i have a 2nd monitor connected via VGA cable.  This system worked well until i plugged in an Ethernet cable to the hub from my router.

I have unplugged the travel hub, and have restarted the computer 2 times now with no luck.

    I've applied all the recommended fixes (8 cores, latest firmware/os/drivers from the insider channel) and bought a 15 EUR USB fan which I use sparingly when the room temperature reaches 30 degrees Celsius (the fan itself has a thermometer, cute) . No more issues. 13.5" SB3.

    In case it's of interest, I am having the same problem on my Surface Pro 7, core i5.  It's always the same speed that you are all seeing: 0.19GHz.  I wonder what is magic about that speed?

    MS Support has so far been of no help.  I don't believe the person I am in contact with knows what CPU throttling is.

    This one of the few discussions I've been able to find on this subject.  Unfortunately there seems to be no overriding solution.  All I can do is keep booting, and hope for a good one.

    Based on my experience after switching from a 13.5" SB2 to 13.5" SB3, the SB3 is significantly faster. Especially in development workloads -> see https://www.hanselman.com/blog/ReviewOfTheSurfaceBook3ForDevelopers.aspx

    I'm currently using 20161 Windows 10, because of WSL2 - I believe that the SB3 runs even faster than on 1909.

    However, if you want to upgrade to 2004 and beyond I have learned that you have to disable Memory integrity in order to allow the Intel graphic drivers to work accordingly. Just use Settings -> Update&Security -> Windows Security -> Device Security -> Core Isolation details -> Memory integrity OFF (until appropriate drivers are available).

    For me the only showstopper was the throttling, which - I still have not seen this since applying the July 3 firmware - leaves the device pretty unusable.

    Same problem on Book 3 13" / 32 Gb

    I also noticed RAM is never used over 12Go, until RAM is at 12Go everything get fine, after all went wrong (CPU cap to ridiculous frequency, no ability to launch new app) and in process manager the most consumming app is system interruption.

    Same was noticed on screen capture made by different people on this post.

    My previous book 2 13" is much more powerfull ... what a pity

    I've also had really good luck using a small fan pointed at the Windows-logo on the back of the tablet.  When I have it on its lowest setting it seems to eliminate the throttling I experience while using MS Teams.  Not the best solution, but wanted to confirm it does seem to work pretty reliability as a fix.  I have not received the updated firmware yet to try it.
