How to i turn off junk email filtering in Outlook.com

I have found another post on this, but the thread is closed, so I cannot reply. 

I need to adjust Junk email settings in Outlook.com as it is pulling way to much into junk.

A week ago, I migrated my who family from hosted exchange to Office 365 Home Premium with my own email domain.  Since then, just about all my families email are being pushed into junk. 

The filtering is absolutely not working for me - which is set to "standard". 

Can this setting be relaxed or turned off? 

Something is badly wrong here!

    Ah oui, c'est la vie.  And to paraphrase Louis XIV, le monde, c'est Microsoft.  They know best.  I wonder if the answer to MS's attitude is their subtle exhortation to upgrade to a paid version; maybe that would solve all the problems.

    Hmmm. I was looking at the outlook.com webmail interface. I use Thunderbird client and have turned spam filtering off, but messages still turn up in the junk folder. So I went to the source to try that.

    Can you set up a rule to move all messages in the junk folder to the inbox?

    Easy.

    Set up a Rule to Move all emails sent to your email address to the inbox and stop running any other filters on this email.

    I think these instructions are out of date.  Here is the screen I see...

    These are the only options I see too.

    I want to TURN IT OFF COMPLETELY.

    This is an University alumni email account.
