Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

The most interesting fact, though, is that the emails that end up in the Junk Mail folder are forward from OTHER MICROSOFt ACCOUNTS!
The one filter I established that works without fail, is email from the Microsoft Store!
I guess the filter knows poop when it sees it!
To answer your specific question:
1) The Junk filter is marking the messages you forward from other accounts, BECAUSE the emails have been forwarded from another email account.
2) This may lead you to ask a follow-up question like "Why would it automatically mark forwarded email as junk?" the answer to that question is "because the Junk filter is a basket-case that we all want to be able to turn off".
Thanks, but the major agony Microsoft's Junk Mail filter causes me is that it often filters email forwarded from a couple other Outlook.com accounts and decides they belong in the Junk Mail folder.
These are messages from the United States Postal Service, the New York Times, and the Washington Post.
Why in Gawd's name can [a] Microsoft [intern] classify mail from such senders as Junk Mail?
