Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

Forward your message to another email provider and forget about it.
Even this is not foolproof (or consistant). Some mail that Microsoft determines junk does not get forwarded and, a new one for me, for those email that do get forwarded to my iCloud account Microsoft identifies them to the forwarded email as junk resulting in this message:
"Your message couldn't be delivered because the recipient's email system wasn't able to confirm that your message came from a trusted location.
For Email Administrators
This error is related to the Sender Policy Framework (SPF). The destination email system's evaluation of the SPF record for the message resulted in an error. Please work with your domain registrar to ensure your SPF records are correctly configured."
Needless to say when the original sender sends the identical email direct to iCloud are not identified as email, so the fault lies with MS.
Incidentally, when trying to access this forum MS kept asking me to sign in and when I tried it told me I was already signed in, in a loop. Then I hit upon the idea of trying to register afresh and click the register now button. at which point it took me straight into the forum. Figure that one.
