Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

Even this doesn't work. I've set Hotmail to forward ALL mail to my iCloud account but still mail goes into Hotmail Junk folder... even mail that I send to myself from the very same Hotmail account.
Anecdotal evidence indicates that it makes no difference. I have marked as not junk, added the senders address to safe mailing lists and I have added the senders address and domain to safe senders… yet email from these senders still gets marked as junk (sometimes).
There APPEARS to me no rationale for the behaviour.
I contacted Microsoft with the same issue (emails from whitelisted senders were marked as spam) and after that it stopped. I am not sure if Microsoft interfered or if I had to mark the email directly on outlook.com as "not junk". I used to mark them in outlook 365 instead.
Junk, spam. Semantics. Synonyms. I'm pretty sure you understood the meaning of the sentence.
Outlook.com has no folder named "Spam".
