I think when Microsoft has no interest in replying, they display no interest in fixing the mess that is Outlook.com.

We're all wasting our breath.  Microsoft will never, ever fix this issue.

Microsoft over the last ten years has gone out of their way to force every singe one of their absurd dumb ideas down their customers' throats without any regard whatsoever.

These morons built a user-controlled email filtering system which flat-out does not work, and they've known about it for YEARS, and they refuse to fix it.  This is because they don't give any care about their customer whatsoever.  It should be embarrassing to them to have the spam filter work this way.  But it isn't embarrassing to them, and that's the problem with this company.

From jamming the spam filter down your throat, to eliminating Windows Live Mail, to making office subscription, to forcing ill-written updates down your throat if you're on Windows 10, that's the name of the game for them from now on.  So forget your fix for this issue.

I might add, the spam filter serves absolutely no purpose.  Think about it.  It takes suspected spam, and hides it in another folder.  Then, they instruct you TO EXAMINE ALL OF THE EMAILS IN THE SPAM FOLDER TO ENSURE NO LEGITIMATE EMAILS HAVE BEEN PUT THERE.

If you need to look at each email anyway, why not just put it in the effing inbox?????  Millions wasted on a tool which is worthless, unless you don't care about losing important emails.  And who is in that camp?

The bottom line is, I've had Hotmail since at least 2002, and I had to give it up.  I closed eight Hotmail accounts, and I'm only keeping this one to forward any errant emails that still come to it, or to access any old accounts I haven't changed over yet.  

I suggest you use a great service which is not run by uncaring, inept engineers.  I now use zoho mail.  No filtering.  I don't have to worry about a damn thing.  The sooner everyone dumps Hotmail, the sooner these inconsiderate dolts at MS will finally fix their software, but then again, who cares at that point?
