Windows 8.1 Tiles Does not Update and shows Arrow-Down Signs

Hello, I remember I installed Avast Free 2014, then maybe afterwards it caused my apps to show those arrow down signs and not be 'live'. Is it really because of Avast Antivirus? The Apps Troubleshooter cannot help me.
