Not receiving desktop notifications in 'New Outlook'

I have enabled desktop notifications in the New Outlook app. But once I close the app, I don't receive notifications from the app. I have also enabled desktop notifications in the windows settings too. When I open the app, I get notifications of new emails being sent but once I close the app, I don't receive notifications anymore. It is extremely annoying and I have faced this same issue on another device with the same 'New Outlook'. I have faced this for a long time.

I use a Surface Laptop Go with 8GB RAM and 
a 10th gen Intel Core i5 with 256 GB storage.  
This laptop runs Windows 11 Pro.It was upgarded for Windows 10 Pro recently.

    Problem: I don't receive calendar notifications when Outlook (new) is CLOSED.

    I'm running Windows 11 23H2 with all the latest patches.

    I'm running Outlook (new) 1.2024.911.200 with all the latest patches.

    I've followed the advice outlined by Microsoft:

    Here are my relevant settings:

    System Notification Settings

    System Notifications Settings for Outlook (new)

    Power settings for my Desktop

    App Settings for Outlook (new)
    Note: Background apps permissions is set to ALWAYS

    Outlook (new) General Notification Settings

    Note: Send notifications when Outlook is closed is CHECKED

    I just called Geek Squd and they fixed it.

    I think Bluemail works better.
