Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

I am having somewhat of the same problem. almost every day, I go to my junk folder, tell outlook that emails are not junk because I am on several email lists. It moves them to my inbox and the next day, they are right back in my junk email. How about Microsoft allowing us to be adults and control it ourselves. This is a joke

I don't know why Solar-Eclipse suggested removing any rules would affect the junk mail filter. They have no effect one way or the other, which has been confirmed many, many, many times as you can see from 23 pages of comments.
I'll repeat for simplicity: The very first thing that Hotmail/Outlook does to an incoming email is apply the poorly working junk mail filter, which now apparently includes entire blacklisted domains. Any emails it feels need to be junked it junks. This even includes emails from Microsoft.
This junk mail filter cannot be shut off at all as of a few years now, so there's no way to prevent legitimate emails from being diverted. In fact, it sounds now like it might be DELETING emails from some domains and not even giving users the chance to retrieve them from the junk mail folder.
If one attempts to set up a 'rule' in order to override Microsoft's heavy-handed mishandling of YOUR email, such as 'Send every email that contains @ to the inbox', it makes no difference because MS has already applied their junk mail rules.

I'll also add one more fact that I mention whenever I get a chance: Email junk mail filters serve absolutely no purpose. None. Zip. Every single email junk filter comes with the instruction 'You should periodically check your junk mail for legitimate email.' If one must check all emails in the junk mail folder anyway, what is the purpose in not just sending them to the inbox?
This of course assumes email users are actually interested in seeing all legitimate emails that are sent to them. If an email user does not care about legitimate email being deleted automatically without them seeing it, the junk mail folder makes sense, but that makes the user retarded.
None of the rules you can create affect the junk mail filtering. This is the reason there's 20 pages of comments on this subject. You can create 50 rules, but they are all overridden by outlook's junk mail filter, and there's no way to shut it off.
