Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

I agree. The final straw for me was when Outlook decided that Microsoft's own password reset email was spam! I gave up.
I can confirm that. Unfortunately for mobile devices the Outlook.com account is the only option to receive new email notifications reliably (it does not work well for IMAP account in the Outlook Mail app).
I have also tried another rule "When message size is between 0 and 10 MB move it to Inbox folder" and it does not work either :-/ The whole Outlook infrastructure is spoiled now.

Please Microsoft... let us turn it off or allow us a way to bypass it with a "rule". Setting an "apply to all" "forward to xyz" does not work... neither does a "apply to all" "move to inbox" rule + forward rule / forward setting.
Microsoft… are you listening… moderators… anyone?
Still nothing but silence (or pre-canned responses that don't address the question).
Either fix the inept spam filter, or let us switch the damn thing off!
