Is there any way to disable spam filter completely?

Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

You are correct.  It should be contains.

    Yes, as many others have realised if you read the whole thread.

    I'm still using the attachment/no attachment solution and it's working fine.
