Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

I tried to provide my feedback requesting a feature to turn off Hotmail spam filters by using the link provided on this forum (https://feedback.live.com/default.aspx?scrx=1) and getting an access denied message.
I too am very unhappy with the Hotmail spam filters. There are many false positives and some email is blocked completely such that I don't even see it - sometimes I see it gets through and sometimes it doesn't. The "safe senders" and "blocked senders" does not work. I pay for a "plus" subscription and find this extremely aggravating and inconvenient.
Please Microsoft - address this problem.
As has been mentioned several times in this thread, the with/without attachment rules work perfectly.
Thus it is necessary to create two rules, with complementary conditions (I use "Attachment", so one is "with attachment" and the other one "without attachment").

MS has changed the rules: now when you attempt to create rule with "@" in the value field you receive the message "We can't save this rule because one or more of your free text inputs is invalid. Hint: make sure any text with a quote mark has a pair."
So it is necessary to create two rules, with complementary conditions (I use "Attachment")...
