Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

I agree with RR167, this should be an extremely simple task to disable junk filtering. I have email forwarding set up but anything outlook deems junk doesn't get sent to my forwarding email address, has anyone found a workaround yet?

There is one workaround. Its easy and simple.
You need to go to:
Click Sign UP
Fill blank fields
Be happy to have mailbox with 15 GB space on it and no spam filter problems.
Yeah, that's very funny. But I've had this email address since 1994 (before hotmail.com was anything to do with Microsoft), why should I be forced to change it?

My workaround - perfectly working...
Filter if attachment is present --> move to Inbox
Filter if attachment is not present --> move to Inbox
Now everything perfectly sits in the inbox.

This suggestion by JanD12 is working for me, also. Although I did not try the suggestion from DeathStryke, none of the other previous suggestions work anymore (I assume those options did work at one time until something recently changed at Outlook.com). Here is a screenshot of the rules I have in place that are successfully keeping all emails out of my Junk folder:
