did it work? I also shared how to fix this problem in earlier posts I have the same problem with my old core 2 duo laptop running windows 11 23H2 you have to follow those steps, but it will work
Bluetooth Stopped Working after A windows 11 update
Hi, My Ralink Bluetooth PCIe Adapter has stopped working after a windows 11 update this issue same happened on windows 10 now i upgraded to windows 11 and the problem continues after the update. The drivers on this device is up to date and on the status on the device it says: Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)
Windows cannot verify the digital signature for this file. The signing certificate for this file has been revoked.
Does any one have the same problem or has a solution to this problem please tell me it helps a lot thanks!

And there is no issue with USB driver but with PCIe driver, as "rtbth.sys" is using now revoked signature. -

2024-01-15T17:49:18+00:00 Ok after days of trying different drivers I found what works do not use the Microsoft update optional updates Ralink driver use the Mediatek 2.3.1.0 04/24/2015 driver look in device manager for hidden devices un install the device then scan for hardware changes if it doesn't instantly work and install the Mediatek driver, but installs the Ralink driver un install it again and check the delete driver check box then scan hardware for changes it should now work if not check for optional updates under advanced options, under windows update, you should see the Mediatek optional update install it then restart under recovery/ advanced startup/ choose disable signature enforcement F7/ then repeat the above steps un install driver then scan hardware for changes it should now work

Sorry if it didn't help.
Did you try to install an older/different version of the Bluetooth driver?
Anyway, I will recommend that you update the BIOS to the latest version.
