you could try the latest drivers from the creative website and the audio troubleshooter before rolling back to 1809
settings -> update & security -> troubleshoot playing audio
looking through the feedback, it seems nobody else has mentioned that card, but then most don't mention the sound card they are using, although I believe it is reported in the telemetry.
I have been unable to confirm that the problem affects other creative cards but it is possible.
I am using a VIA chipset like 22 something or 21 something with the very same problems. What is needed is a mixer program to go into windows which most probably can vector the sound data anywhere one may want it to be. Such a mixer program should be written by Microsoft and included within the operating system.
I Updated to 1903 using a windows image file then updated all my drivers, I used the latest audio driver by gigabyte who manufactured the motherboard. I had to uncheck the listen box for line in and make line in be the default everything for recording and now the other programs like recallpro and audacity will record unlike before. I set the driver to 192000 sps and 24 bits and all seems now to be OK. 1903 is actually functioning better than the previous windows 10 except the USB wl mouse which always gives me troubles by being temperamental ever since wireless came out. I would rather see things be fiberoptical than wireless since glass fishing lines do not pick up or transmit less than light waves. This case is now closed for myself. Good Luck Cruel World :-)
I went to gigabyte and updated my sound driver to what they wanted then I just let things be and all seems ok now. never had the sound work so well it now functions as expected for via 2021 chips. (Vista Time Period I believe). You must also flash your BIOS before installing the audio driver. Flash to the latest beta.
