How about, instead of Microsoft spending time and money on fixing the problem they give users that can verify the a 75% discount on a new surface pro 6? A trade in for the broken system.
Surface Pro 3 Type Cover Not Working, In BIOS/UEFI or Windows 10 after 1803 Update
My Surface Pro 4 Keyboard with Touch is no longer being recognized by my Surface Pro 3 after updating to 1803.
I have disconnected and reconnected dozens of times.
I have cleaned my connectors on both the Surface Pro and the Keyboard unit.
I have uninstalled the keyboard in Device Manager, as well as the mouse however the only things showing up there are HID compliant Mouse and Keyboard, nothing that says Surface or Type Cover.
I have hard reset the device several times (Volume Up and Power), also booting into UEFI/BIOS several times where the keyboard also does not work.
I registered my device with Microsoft to of course be told it is Out of Warranty.
I am in the process of downloading the Recovery Image from 2015 from a trustable 3rd party website since I cannot find any links to the recovery image on Microsoft's website. This will I think put me back in time to before the 1803 update as far as Windows is concerned, however I am not sure if that will fix my problem since it is not being recognized in the BIOS.
Any suggestions you have would be greatly appreciated.

2019-07-25T17:40:59+00:00 I am having the same problem. They type covers that I bought with my original Surface Pro and my SP3 both work with the original Pro but neither works with the SP3.
I have tried resetting and reinstalling the OS.
The type covers I have are obviously not the problem. I thought that perhaps it was hardware on the SP3 but after reading this thread, I am convinced that it is software.
I use this machine off and on and it is mostly used in a dock with Bluetooth mouse and keyboard, but occasionally I need to use it in a meeting or in a vehicle and then I need the type cover to work.
A new type cover would not solve the problem and I doubt that a newer Surface would work in my dock, so I'm out of luck until MS deals with this.

Type cover stopped responding again after a complete shutdown. As reported by others, the drained battery reboot fix seems to be temporary that will not last.

2019-07-16T14:09:17+00:00 I had the same problem and attempted the various fixes mentioned on this tread and other sites- but none worked primarily because the type cover was never identified as an hardware under bios and device manager. I have been using the Surface Pro 3 (SP3) with the Surface Pro 4 type cover (which I switched about a year ago) until one day it stopped working. I will refer to the Pro 4 type cover as "v4" below and the original "v3".
I have tried switching to the original SP3 "v3" type cover with no success.
Recently, I did a complete factory reset and went through the entire windows update available as of 7/13/19. The Type Cover v4 still did not show under "Bluetooth and other devices" nor did the keys light up during start-up. I then manually removed and reinstalled some of the drivers mentioned on a another tread by going through all of the devices but nothing changed.
I left the SP3 turned off, unplugged, with the v4 type cover attached. The battery was completely drained (which is a different issue I am having). On July 15, before plugging in the power cord, I plugged in a USB mouse receiver (Logitech unifying receiver to be exact) then plugged in the power cord. Turned on the computer and for the first time in many month, noticed some of the keyboards light up. Soon as I logged in to Windows the type cover was recognized and new drivers were installed. WIth the power plugged in I performed a window restart. The v4 type cover still worked. With the power still plugged in, I switched to the v3 type cover which did not work. I switched back to the v4 type cover- which also stopped responding. All of the new drivers and device that was installed disappeared. Attempted serveral restarts but could not get the v4 keyboard working again. I then kept the v4 keyboard attached but removed the USB mouse receiver and the power plug to completely drain the battery.
Day after, I pressed the power button to make sure the power was completely drained. I then plugged in the USB mouse reciever, connected the power supply with the v4 type cover still attached and turned on the computer. The v4 type cover was recognized immediately during start up (lights to "Fn" key turned on).
I believe there were some who had success with draining their battery- but this had never worked for me. For unknown reason, draining the battery and adding the logitech unifying USB mouse receiver worked. I will update when the keyboard fails again or if I notice something different.
