Just to provide my experience on this, posted in a different thread but the same subject matter.....
Surface Pro 4.
I am now typing this reply on my type cover. On one of two of my type covers that had stopped working after an update that I couldn't roll back.
Tried all the usual suggested stuff, contact cleaning, hard restarts, uninstalling drivers etc, preforming all updates.
My symptoms were the following.
Surface Type cover filter not showing in device manager.
when I would connect my type cover the screen would turn off, no keys or back lights would work, touch screen would not work. Interestingly the machine was still operational, I could vnc in.
Type cover would not work at all in UEFI.
Reading on these forums last night that upgrading on the insider programme to build 18362 had solved the issue for some people.
I signed up and installed the download, restarted and logged in (all with no type cover connected).
Once logged in I connected a cover and now it appears to be working flawlessly.
Note that I haven't switched off the screen, put it to sleep, closed the cover, rebooted or removed the type cover yet. If it stops working I'll update this post.

I am going to try. Sounds very, very promising, but thought I would reply first. I had a "feeling" that the result was due to being a member of the insiders program otherwise the issue would have been wider spread.
I took my Surface computer and type cover to the local retailer where I purchased and both devices worked flawlessly with the floor stock in the retailer. My local Microsoft Store is 1000 km or 600 miles away!
After no joy in resolving the issue myself I escalated the problem to Microsoft even though the product is out of warranty with the full intention of claiming under the ACCC (Australian Competition and Consumer Commission) if the problem was not resolved by Microsoft because I could demonstrate that both articles "worked" and therefore this issue was through "faulty" software and it amounts to "theft" to make a product redundant in such a fashion.
I have been through two layers of Microsoft support (for a product that I don't have a warranty or service agreement on) and the issue has been escalated. Two follow up emails over the last 10 days advising that they are still monitoring so that the issue does not get dropped.
In the interim, I read the fine print on the Australian Microsoft website and there is a special phone number for customers that have an issue with a product that is covered by the ACCC (Australian Competition and Consumer Commission). I suspect that I should have used that number in the first instance.
So, after dinner or tomorrow morning I will go looking for update #18362 and will post the results.

you don't mention whether you were already a member of the Insiders Program. I'd be curious. There are three versions on 18362 = 18362.30, 18362.86 and 18362.53. So, depending on which Insider Ring has been chosen depends on which update to select.
Anyway, it's not going to work for me because I had done a system restore and the 18362 update is not available to my system (under instruction from Help Centre). Windows Ver 1809, My Build is 17763 - all dated from when I did the rebuild.
At this stage I'm not sure if it's worth my while rebuilding for the 4th time..... and trying to backtrack. Not even sure if it's possible.
