Same issue after march update. try everything, reattach, bios startup, reinstall xix keyboard driver, reset factory, USB reinstall, and so on. nothing work. my keyboard works fine with my friend sf3. Search on the internet, the issue exists since 2015. MS never try to fix it.
Surface Pro 3 Type Cover Not Working, In BIOS/UEFI or Windows 10 after 1803 Update
My Surface Pro 4 Keyboard with Touch is no longer being recognized by my Surface Pro 3 after updating to 1803.
I have disconnected and reconnected dozens of times.
I have cleaned my connectors on both the Surface Pro and the Keyboard unit.
I have uninstalled the keyboard in Device Manager, as well as the mouse however the only things showing up there are HID compliant Mouse and Keyboard, nothing that says Surface or Type Cover.
I have hard reset the device several times (Volume Up and Power), also booting into UEFI/BIOS several times where the keyboard also does not work.
I registered my device with Microsoft to of course be told it is Out of Warranty.
I am in the process of downloading the Recovery Image from 2015 from a trustable 3rd party website since I cannot find any links to the recovery image on Microsoft's website. This will I think put me back in time to before the 1803 update as far as Windows is concerned, however I am not sure if that will fix my problem since it is not being recognized in the BIOS.
Any suggestions you have would be greatly appreciated.

2020-03-21T19:40:14+00:00 Thank you Aziz! This worked for me. Surface Pro 3 and the surface cover recently stopped working. I think it was either because of the recent update (March 12, 2020—KB4551762 (OS Builds 18362.720 and 18363.720)) or because I let Driver Booster update some of the drivers. Tried cleaning, uninstalling etc. before this solution.

2019-12-14T15:54:36+00:00 Currently using the Surface Pro 3 with Type Cover. The first time this happened to me (type cover not working in Windows or BIOS/UEFI) the complete battery drain solution worked. This fix worked until it started happening after every sleep or restart.
After doing the complete battery drain, getting it to work, and then losing it after going to sleep I tried the two-button restart. After the two button restart I was able to restart and put the device to sleep without the type cover dying.
With the device on in Windows, hold down the power button and volume up button until the SP restarts several times. It should bring up the black UEFI screen and the type cover should start working again.
Just an update - the type cover started failing after sleeping again. I tried this method one more time and found that I DID NOT have to do the two button restart.
The key to this is that you have to ensure that the battery is COMPLETELY drained. After you leave it on until it dies, push the power button until the low battery icon doesn't show up anymore. After the low battery button icon doesn't show up you need to leave it unplugged for a couple more days.
When you start it up for the first time the type cover should work and not give you anymore problems but make sure the Surface has the WRONG TIME. If it has the correct time then that means you did not drain the batteries completely enough.

I am lot of frustrated from microsoft and do not suggest to purchase any product from microsoft. If they know the problems ,they must give the solutions.
