Saw this article that Intel released an fix yesterday. It appears that the next step is for Microsoft to test/certify them and push them out through Windows Update. The article includes instructions to manually install (at your own risk):
Looks like we should see the fix soon. Since my own work-around of simply shutting down completely before putting my SB in my courier bag works just fine for me and is only an inconvenience, I'll just wait for the official release.
This article only appears to mention the Surface Pro 4, not the Surface Book. Hopefully it applies to both, but strange it doesn't mention both.
It also only mentions fixing the battery drain while in sleep, however several of us are also seeing significant battery drain when the Surface Book is completely shut/powered down. I still lose 5% per day when shut down.
I remain hopeful, but not sure this is the fix some of us are waiting for.
