I found a solution although I do not know how long it will last. I went to the drivers webpage and downloaded SP4 drivers and installed
SurfacePro4_Win10_17134_1900501_0.msi
Once install shutdown and restarted the computer and prestochango the keyboard worked. Has worked for about 2 days now.

Surface Pro 4 type cover suddenly not working.
I don't know what happened. I turned my Surface Pro 4 on the other day and the type cover is dead. No lights. No response. No indication that it's working at all. I rarely take my surface anywhere.
This started on July 9th 2018. My system information is below. I've gone through all of the steps in the "Troubleshoot your Surface Type Cover or keyboard" page. I've tried to manually download and install the latest firmware and drivers from the "Download firmware and drivers for surface" page. I picked SurfacePro4_Win10_16299_1801701_1.msi. My device manager does not show the "Surface Touch Cover Filter Device" under keyboards or anywhere. It only shows the HID keyboard and cannot detect my type cover. The type cover is completely unresponsive. Also, my windows updates are completely up to date. I've provided the links to the troubleshooting pages I used below.

2019-05-10T21:53:46+00:00 I had the same problem with my Surface Pro 4 but I found a solution that worked for me.
I did reset the OS, checked and re-installed the driver, got updates, removed updates and ran the Surface Diagnostic Toolkit several times. No joy. Type Cover was still dead and worse, it was sleeping the Surface whenever it was attached.
I ran into a post written in crappy English that said basically "let the battery drain all the way down then power back up".
I tried it. It worked for me but YMMV.
Here's the procedure I used:
1. Shutdown Surface
2. Detach Type Cover
3. Detach Power Cable (Surface must run only on battery power for this fix but you do not need to have a full charge available)
4. Startup Surface
5. Adjust battery power settings to the following:
(this step is optional but if you do this, it won't take as long to run)
o “Best Performance” Power Mode
o Sleep: Never
o Screen Turns Off: Never
- Run the Surface until the battery is exhausted and the Surface turns itself off. (you can continue using the Surface or just let it run – playing a long movie will speed up the process)
- When the Surface battery seems exhausted, power up the Surface (do not attach the power cable or Type Cover yet). You want to see the “dead battery” symbol on-screen before you do the next step. The Surface will shut itself down if the battery is too low to start up - that's what you want for this step.
8. Attach Type Cover
9. Attach Power Cable
10. Immediately after attaching the Power Cable, power up the Surface. Do not let the Surface charge up before you power it on. You may see the BIOS screen at startup but that is OK. Just exit.
11. Check for Type Cover operation.
12. If Type Cover works, reset the energy profiles to original settings.
Again, the worked for me but I don't know what caused my Type Cover failure. So, it may not work for you. However, it's non-destructive so it's worth trying before dumping the OS and hunting down drivers and it's much less frustrating.
