Surface Pro 6 Runs Slower in Dock

My Surface Pro 6 runs noticeably slower when it is connected to the dock. I have a dock at both home and work and see the same reduced performance in both places. This is not a new issue (unlikely related to a recent Win or other software update). Both docks were originally purchased for use with my previous Surface Pro 4 device.

Does anyone else notice such a pattern?

Any thoughts on what might be causing this and how to fix it?

Surface Pro 6, i7, 16gb
Win 10 10.0.17763 Build 17763
>300GB of 500GB hard drive are free

I don't see any obvious issues when looking at Task Manager. CPU, memory and internet are all lightly utilized.

The 0,4GHz throttling issue is still here, even on the 239.3101.139.0 firmware.

I've noticed that when the CPU throttles down to 0.4 GHz and "sticks" there, if I'm plugged into the dock, with the surface connector, unconnecting it un-sticks the CPU throttling. Since I started tracking the times it's throttled, I believe all have been while in the dock. Maybe some while on power, but none that I can think of while on battery. Also, I rarely use external monitors so I don't think that is an issue.
