How to fit empty startup

when I go to settings and then go to apps/startup it's empty where there should be a list of disabled programmes and able programmes this has just recently happenedapps

Did you ensure you downloaded the ISO in the exact same language version as you have set for the Windows user interface in the Settings App - Time and Language - Region and language, if that is English, is that US English or just English.

    The option to keep your apps and files should always be available if the correct language version of the ISO is downloaded, if you have downloaded the International English ISO and that option is not available, download the US English ISO to test if you can keep your files and apps.

    I'm in England I only had a choice of two options England USA or England international The international one was the one I chose Should I have chosen the other one?
