Onenote sync issue error E000283C

Hi,

I am continually having sync issues between my 2 Windows 10 computer and mt ipad using Onenote. This has been working fine until last night. The iPad contains the latest changes to one particular notebook and when I try to sync shows an error message " Onenote can't sync your notes at the moment. We'll keep trying' with a code E000283C. Both Windows 10 apps show that the notebook is saved offline and that the computer doesn't appear connected to the internet. Well they ARE connected to the internet and when I try to access the notebooks online they are very slow to load up but eventually get there.

 I have checked the service status page with no faults showing and my onedrive syncs fine so I am assuming that the Microsoft service is at fault here. I have read elsewhere not to log out of the account if there are changes pending as they will be lost but I need to get this resolved.

    As of 8.30 this morning (NZ) my issue (ipad pro sync) seems to be resolved.  I'll update with any issues if they come up.

    Our Australian based M365 Education tenancy appears to be experiencing the same issue. Prior to Monday 20th April (GMT +10), our users were reporting sync issues with individual pages of some OneNote Collaboration Notebooks for their MS Team Channels. These appeared to be in the Education Specific "Class Notebooks" and "Staff Notebooks. We raised a MS premier support case for this.

    When the MS Premier Support Troubleshooting began, perhaps coincidentally, we appeared to be affected by a separate MS incident "SP209832 -   Delays or problems loading SharePoint Online sites" (Start time: April 20, 2020 8:40 AM, End time: April 20, 2020 12:25 PM). This was evident in the OneNote web client displaying http 502 errors.

    After SP209832 was resolved, the web client appeared to be able to connect to the Teams (Sharepoint Online) hosted OneNote notebook(s). We were able to open the first section / page of the notebooks. However, when we attempted to open additional Notebook pages, the section / page navigation bar displayed a rotating circle. Attempting to open further sections, resulted in more rotating circles. The pages never opened (even when left for hours). The same symptom appeared when we opened other notebooks associated with MS Team sites.

    We captured this behaviour with Fiddler and appended to the MS Premier Support Case.

    The symptoms in the OneNote web client above appear to be the same using both the Chromium Edge Browser (Version 81.0.416.58 (Official build) (64-bit)) AND Internet Explorer 11 (Version 11.778.18362.0 Update versions 11.0.185 (KB4550905 Product ID 00150-20000-00003-AA459)

    Like others in this thread, our Windows 10 OneNote Desktop Version (16001.12624.20042.0.) displays the status in the top right hand side of the client window “Saved offline (error)” – as per the next screenshot (before and after attempting to sync the notebook). Initiating the "sync the notebook" action does not appear to generate any fiddler visible network interaction.

    For our Education tenancy, our Sharepoint Data is stored at rest in Australia. Our Teams data is stored at rest in "Asia Pacific"

    i've never had any really bad issues like this until now after using it for four years. i have all my class set up on it. 

    Whats the go usually with transparency, regarding issues. is there someone that usually replies and tells us that we aren't going insane and that it is an issue on their end? This is so irritating.
