I have an Acer Aspire ES 15 running 64bit Windows 10 and Office 2010 Professional.
I've just built this machine from new and the only application or situation where 2 fingered scrolling on the touchpad doesn't work is Excel 2010.
Following some online advice I ran a fix which didn't fix it.
I also uninstalled Office 2010. That's when I found out Office 365 was pre-installed. I uninstalled that as well. I have now performed a fresh install of Office 2010 and still have the same problem with Excel 2010 only.
Btw, this is happening for all excel files whether they have freeze panes or not.
Any thoughts or help would be much appreciated.

The problem is only in vertical scroll... The side scroll works for me.

Uninstalled, rebooted and reinstalled. No change to excel.
Started up in Safe Mode. I noticed I can scroll sideways (left and right) but NOT up and down. I don't really remember whether I could scroll sideways before all this started... sorry!
Restarted in full mode and goes without saying that the scrolling up and down in Excel still exists.

Make sure that Office 2010 was completely uninstalled by following the steps on this link. Once you’re done, proceed with reinstalling Office 2010 by following the steps on this link.
If reinstalling Office 2010 gave you the same result, we need you to try running Windows 10 in safe mode. This way we will be able to determine that the performance of Excel 2010 is not being affected by third-party applications. Click here for the instructions on how to start Windows in safe mode. We also would like to confirm if the issue is isolated to Excel.
