Yes I did the net command as administrator but it made no difference. I've now uninstalled win 10 and reinstalled 365 but still won't activate. So far I've now wasted 12 hours trying to get this to work and just cannot understand why none of the published solutions have any effect for me.
Oh, something else to consider. Do you have any kind of special firewall rules set up in software or on a hardware device such as a router? Are you currently using any kind of a VPN service? Those are things to consider as you do more research on it. I can't help with either of those, unfortunately.

You say you uninstalled Win 10, and then did what? reinstalled it? installed 8.1? Did you do a clean format of the drive first? Kind of curious.
At this point, I have no idea. You can try going into %APPDATA% and %LOCALAPPDATA% and deleting just the Office data under Microsoft, but I wouldn't recommend it unless it's absolutely necessary. In fact, I wouldn't even mention this if you said you had done a clean format of your hard drive and reinstall.
Kind of grasping at straws now, so maybe your situation cannot be fixed without more information, preferably by Microsoft in a future update.

OK, well, I have to ask, did you do the net command in an elevated Command Prompt (i.e., as Administrator)? Did you receive any error trying to do so? I think that was the magic step for my problem and fixed it, but only after I rebooted. I still received the error message one more time after reboot, so I closed Word and re-launched it and it has been OK since.
