You need to enable "Different first page" and put the header and footer content only in the First Page Header and First Page Footer. If you see the header/footer on every page, then you are putting it in the primary Header/Footer. If you're seeing it only on odd pages, then you have enabled "Different odd and even" which makes the primary header/footer the Odd Page Header/Footer.

My first thought would be IF you have multiple section breaks, you have to UNLINK the Headers and Footers from the previous sections.

For tips see http://www.word.mvps.org/FAQs/Formatting/front\_matter\_2007.htm for details on how to have different Headers and Footers, etc. in one document.

Assuming you have Office 2007, 2010, or 2013:

Right-click in the header area at the top of a page, or in the footer area at the bottom, and click the Edit button. When the header or footer opens for editing, the Header & Footer Tools tab will appear on the ribbon.

In the Options group on that tab, the top check box is "Different first page".

Surprisingly, for as bad as the offline help in the latest Office versions is, pressing F1 and searching for "Different first page" will actually tell you how to find it (but not why you would want to use it). Also, please look at the links in Charles Kenyon's post in this thread on May 19, 2012 for illustrated instructions. If you have Office 2013 / Office 365, the procedure is the same as for Office 2010.

You have to enable Different First Page and put the content only in the First Page Header/Footer, leaving the primary header/footer empty. See http://WordFAQs.mvps.org/HeaderFooter.htm.
