Using classic Outlook for Windows in business environments

Outlook is constantly sending legitimate emails to the junk folder. These are usually from new senders, so I can't fix it by adding their addresses—I don't know who they are ahead of time. I have tried to create rules to move things out of the junk folder automatically, or prevent emails with attachments from going to that folder, but they have no effect.
I don't mind checking the junk folder, but the problem is the Microsoft deletes junk emails after 10 days. Can I either get rid of the junk email folder (I'm happy to sort the emails myself), or have this time extended? This unwanted, unnecessary feature causes many more problems than it solves.

This has to be a MS issue with some change to Junk filtering. All the replies to this thread started in early January and that's the same time it started with me. All my safe senders are going to junk folder "based on an inbox rule. " I can't figure out which rule, so I turned off a bunch of them.
Did MS start applying rules before checking for a safe sender?
A safe sender should never go to junk. That's the definition of a safe sender; It's not junk.

My issue was that emails from Wordpress were going into Outlook Junk. Luckily, I found a youtube video that helped me fix this issue.
