PS: I am using a gmail account for my outlook.

I wish this would work for me. It doesn't. I'm still stalled out on this issue, and I've given up. I can simply add events to my calendar manually. What a shame it went from "easy" (pretty automatic) when downloading a .ics file to "no way". Thanks again, Microsoft for your sh*tty update.
Here is how it worked for me on new outlook.
Hiya. I have this same issue with "add to calendar" and .ics files not working and it's so frustrating! NONE of the things recommended on these threads worked, but I did find that if I download the .ics and then drag-and-drop to the New Outlook calendar window, it'll ask me which calendar I want to import to, and then it works. Still a PIA (pain-in-the-@##), but it works.
Hope this helps a little.
In the calendar in the new outlook, click add calendar in the navigation pane (just under the mini-calendar).
Select upload from file and either browse for the .ics file or drag and drop
Choose the calendar that you want to add it to.
