I have this problem - Outlook 2016 doesn't accept password or app password - and i think it is a growing World wide Microsoft problem :-(
See also here: https://www.reddit.com/r/Outlook/comments/19dx64p/outlook_2013_windows_10_suddenly_not_accepting/Outlook gives me this: (startede yesterday)
I have 2 PC's with HOTMAIL accounts in Outlook 2016 ...
They both have this error.
I do get mails ... but I can´t send mails. Yesterday it did work for 1-2 hours ... but right now the error is there all the time :-(
Please help me.

I received now an update to OfficeMail Pro, went to my Outlook account, then "Verify account" (had to login again), and now it's working. It's syncing my e-mails and i can download attachments again.
Don't know if Microsoft solved the issue and this (the update) was just a coincidence, or if the guys from 9folders/re:work indeed managed to make it work again.
We are in the process of doing the same for our business. Prioritizing more critical services and communications, we have moved away from Outlook.com/Hotmail.com/Live.ca/Live.com/etc. to a major competitor e-mail provider that has been reliable and consistent.
At some point, someone should look into the legal side of this, the Terms of Service/User Agreement/etc., with "class action" in mind.
There are long periods in a day, where mine is also working, and then suddenly, the dreaded "connection" issue happens. I'm not considering it "working" until many, many of us report likewise, or preferably Microsoft updates their own issue tracking site.
Using Mailbird too and not working for me. I confirm I´m using the same settings.
