Outlook. Not receiving or sending emails

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

    At first my group email was going to sent emails to one name of a person. I am not receiving email from a city off, such as a receipt.

    Generally, if someone sends you an email and it doesn't get there, the sender will receive a non-delivery report or some other error message indicating the delivery failure, we need to see one or more of these messages to determine where the emails are being held up. Thanks!
