Using classic Outlook for Windows in business environments

I have marked spam/junk on the same identical messages for a long time and guess what? They keep dropping into my focused inbox and I get notifications on my phone.
Both the fact that the emails are so obviously junk for any kind of junk/spam detection mechanism AND identical messages keep coming in 6-12 times a day often with less than 10 minutes apart, tells me that whatever outlook/hotmail is trying to do with their product, identifying spam is not a part of it.
