Microsoft Outlook Storage Message - reducing from 15GB to 5GB

Hi, starting today a pink bar at the top of my outlook page stating 'From February 1st, you'll need more storage to send or receive emails.' then provides 2 links to 'Manage Storage' & 'Get More Storage'. There is a second window bottom left hand side stating in red font 'Microsoft Storage' '14.6GB used of 5GB (292%)' 'Get More Storage'. What is going on? I've had this account for 10 + years.

So it is affecting it? How can I have 15Gig of email storage yet it says its full when I'm only 2.3 gig in. Please explain how to resolve this rather than sending links to info that makes no sense!!.... this won't affect your emails, however it may stop you receiving or sending emails??!
