Using older versions of Outlook for Mac in business environments
I am having same problem since May 2023.
No resolution. And no help desk at ATT to ask for help. Sad!

Prior to this update, I had no issue with Outlook for Mac and Yahoo. I just updated to 16.73 (23051401). After updating, I had many problems with the Yahoo mail from within Outlook. It worked for the first 15 minutes, then got login errors and IMAP errors. I deleted the Yahoo account from Outlook and then quit. I then went back to Yahoo and got a new app password. I restarted Outlook and added the new app password obtained from Yahoo. It worked for the first 15 minutes then started to suddenly empty out all emails in all folders. Then the emails would eventually re-sync and reload from Yahoo. This now happens constantly. I tried the same uninstall reinstall process again, and nothing changed. Now also changes I make within Yahoo via my browser are not reflected in Outlook and changes made to Yahoo mail within Outlook are not saved when the emails clear, res-sync and reload, and they are not reflected in Yahoo online either. It's stuck in a loop. New emails DO ARRIVE and get added to the loop. Also there is a constant attempt to recreate the basic Yahoo folders: Drafts, Archive, Junk, Bulk. I get error messages saying can't be installed because they already exist - which they do! Why is it trying to reinstall them as if it is a new connection with Yahoo?
My setup is the following using OUTLOOK for MAC - BUT NOT NEW OUTLOOK. New Outlook does not support all the folders I have created over the years for organization and am unwilling to lose. I have a 16 inch MBPro M1 Max chip. Running Monterey 12.6.5.
AS a side note, I have for the past year or more had problems where white-listing emails does not work. Outlook is putting emails of people I email with regularly into SPAM. I whitelisted many of them, but Outlook is ignoring the classification and still putting those emails into SPAM.

I have not checked this thread in a while, however I do see zero progress with this issue over the last few months.
And I have issues as well with switching to "new" outlook that make it even worse.
I've been away for a few weeks, but just from catching up, it's disappointing that there has been no progress made. The new updates (looks like up to 16.75.2?) don't seem like they've been helpful for anyone either, but if anyone has anything good to share, just let me know! I think I will hold off on updating to New Outlook until the whole Rules kerfuffle is settled so that I can use SpamSieve -- hence for now I just have to live with this mess, sigh. So it goes.
Well it seems that "downwstream" syncing from Yahoo to Outlook - deleting items on Yahoo Mail site works perfectly fine. The problems occur whenever any change is applied to the Yahoo Mail account from within Outlook. While it used to happen when changes were made in either direction, it now seems the ghosting in Outlook only happens when changes are applied (deleting or moving emails) from within Outlook to my Yahoo Mail. The"upstream" syncing to Yahoo is the instigator. If I delete things on the Yahoo site, they now seem to immediately delete on the Outlook side. So I only need to work offline if there is mail I want to save in local folders from my Yahoo account.
David, Similar issues as you and the others have said. I ran up update for my system. Then I experienced the balloon reply of you're all done for the day after it deletes all of my inbox. I can't find any of the emails as they are not in the deleted or archived folders. I can't even get a new app password as that seems disabled as well, or simply not working. I had to set up service call with Outlook for Mac team and after hours and days of back and forth they admitted they have a known issue and get this: NO KNOWN RESOLUTION DATE, NOR CONFIRMATION THAT THEY ARE EVEN WORKING ON ONE! IS that the worst customer service you have ever heard? I think it is. FYI in customer service circles if you are hearing a service complaint of some sort it usually reflect upwards of 38 other users with the same issue, some that may have opted to not call or simply quit the service. So, that's at a minimum 5,586 others with same issue. Are you listening Microsoft for MAC? SO now I have to use Yahoo emails online! Now it doesn't sync with my Outlook calendar.
