Jon, going through their arbitration is the ONLY way you will get relief, and you should start the process immediately.

My Microsoft account is locked with Compliance Lock since for 11 days now, with no end in sight.
I get the following message when I try and log in:
Your account has been locked.
We've detected some activity that violates our Microsoft Services Agreement and have locked your account.
Unlocking your account
To unlock your account, you'll need some additional assistance. Navigate to "aka.ms/compliancelock" and we'll get you to the right place.
I have completed the Account Reinstatement form ((https://www.microsoft.com/en-ca/concern/AccountReinstatement)) and got this reply:
This is an automated message to let you know we have received your inquiry regarding your Microsoft account. Your request number is xxxxxxxxx and we will get back to you as soon as we are able. Please do not submit additional requests as this will add additional volume and only slow our response.
We sincerely apologize for this delay as we know this means you may not have access to your account. We are working to resolve your case and will update you as soon as we have additional information.
All duplicate requests will be closed and responses will be sent on the original escalation.
Sincerely
Microsoft Customer Protection
I still haven't heard back. I can't access my email/contacts/calendar/OneDrive and it's very frustrating. I have important emails I cannot access. There is supposed to be contact within 24 hours – it is now 11 days!

Have the same issue, and here is their reply after more than a month chasing them, if you guys need an answer try texting them a private msg on Twitter account (Microsoft Support). Hope you get a better response!
((Thank you for contacting Microsoft Online Safety. I understand that a situation like this one can be difficult and I appreciate your patience while I performed an investigation of your account. I am contacting you today to provide the results of my investigation.
The account and billing activity associated with your Skype Account was thoroughly reviewed and the Skype account in question has recently been converged with a Microsoft account (MSA). Unfortunately, when a Skype account has been converged with a MSA, we are unable to assist with an account recovery as the convergence takes account recovery completely out of control of customer service. We are unable to remove the unwanted MSA or make any changes to the security information on the account due to security protocols set up on the account.
The only option we have is to permanently suspend this account to prevent any further use of the account. I have verified that the account is suspended and will remain so.
I understand the frustration that can be involved with this specific issue. I imagine that my answer was not what you might have been hoping for, and I sincerely empathize with you. However; no further resolution can be offered due to the nature of the compromise.))
I really don't know what to do... lost 20+ years of contents in my email because they are not going to unlock it :(((
Even I don't know what I did wrong, Skype is MS app and when I opened it, it asked me if I can merge it withy email which I did and received confirmation email, then my acc got blocked.... if there is a problem here it should be MS problem not me!!!???
Please advise If anyone have any suggestion...
I think you misunderstood my reply. Even if the account was closed for some time for further changes the services like email are available with the new password.
Have you tried the way we did?
Hi,
Has anyone successfully recovered a Hotmail account? I was seeing up my son's laptop and thought I removed my email just from his computer...Unfortunately, it looks like I deactivated it completely. I've tried the Recover Your Account form, but--despite answering all the questions correctly--I'm told they can't verify/reinstate my account. I, too, have very important emails in that account and emails that come to that account only...So frustrated and stressed!! If anyone can help, I'm all ears...
Thanks in advance!!
