I don't think this is related to your OS version. However, you could try to sign in to Outlook on Web - https://outlook.office.com/ and try to send a message with an attachment. This will help us to find out whether this is on account or app side.

If you can't send a message with attachment from Outlook on Web, please ask your admin whether there is an mail flow rule to restrict sending messages with attachment.

I´ve been trying again and it seems it fails when I try to send and forward emails with an attachment.

Hope that´s a clue to solve this.

Have been sending emails just fine this morning but now the same problem occurs.

Did a windows update just before it happend if that makes any sense to you.

I send it with outlook.live.com...

Tried to send mail just now and it works again. Must have been something temporary fault.
