Can't add new rules, can't access page to manage rules

I started adding a lot of rules to my account on Outlook.com. The rules I have set up are working fine. But now when trying to add any new rules it's failing and when I go to Settings>Manage Rules I go to a blank page with an error message.

Details:

Adding new rule. Right-click on a message>Create Rule. Dialog comes up, I'm able to fill in all fields and click Apply/Okay:

    - I get a message at the top of the screen stating "Sorry, Outlook.com wasn’t able to complete this request." at some point while filling in the fields.

    - When clicking on Apply/Okay I then get red text at the bottom of the dialog stating "Unable to cast object of type ‘Microsoft.Msn.Hotmail.FDCommon.Data.Xfs.XfsException’ to type ‘Microsoft.Msn.Hotmail.InboundMail.MailRules’."

Going to Settings>Manage Rules:

    - I get to the settings page, but none of my rules (The ones that still function normally when receiving mails) are present and there's a message at the top of the screen stating "Something happened at our end. Please refresh your browser or close it and sign in again."

   - When trying to create a new rule within this page, I get the same error as when on the main page stating "Unable to cast object of type ‘Microsoft.Msn.Hotmail.FDCommon.Data.Xfs.XfsException’ to type ‘Microsoft.Msn.Hotmail.InboundMail.MailRules’."

Have I hit some limit on the amount of rules Outlook is able to process? I have created a lot of them, over a page of rules, all of them just moving stuff into folders based on sender name.

Is there a way to clear my rules so I can start again?

Have tried this on the following operating systems and browsers: Windows 7 Professional, OSX 10.11.2, Safari 9.0.2, Internet Explorer 9, Firefox 43.0.1 (and at least one earlier version), adblockers and virus/malware checkers all disabled at some point in case that was an issue.

Also, tried the above steps on my girlfriend's account (which has no rules set up yet) and it works fine. Can create new rules, and access the manage rules page fine.

What can I do?

If I can't access the Mange Rules page to delete some rules that might be causing this, then I need someone from Outlook.com support to do something right?

    In my opinion, the moderator is not doing his/her job properly, by only replying to select requests for help. It is bad customer service. Good customer service would be keeping the lines of communication open and saying something reassuring like "Thank you all for your patience while we work on this issue" or "We are looking into your concerns and will get back to you as soon as possible" or "There is no known issue with our service, however please contact X or Y and they can assist you" or "I am still alive and on this planet".  It's only making people angry and frustrated when they ask for help and hear nothing FFS.

    Yes, the moderators who help only a select few have vanished from this thread, which is only one of a half dozen or so on this issue.

    I have had a Hotmail account since 1996, but no longer give it out.  Not only are there problems with Outlook.com, but also with Windows Live Mail 2012 and Outlook 16 which will not load every time, even in safe mode.   So in every way available to access my Hotmail there are problems and no solutions from Microsoft.  Many updates from the company are increasingly seen by users as malware, especially the Windows 10 nags.

    I'm pleased for the people whose accounts are now fixed, but what about the rest of us???

    I too do not understand why only "some" accounts are now working. I've been following this thread since early January and still can not work out if it's the people who were private messaged that now have their accounts fixed. It makes me angry and more frustrated to know the problem has been worked on and accounts fixed, but only for certain people.

    And if it is the people who have provided their details, I'm doubly angry because many of us have repeatedly and very politely and patiently been asking for help with absolutely no response.

    Has Microsoft used these accounts as test cases and if their fix works, then will apply it to all accounts? Or are we going to be left hanging with this problem for who knows how long? With zero communication from Microsoft, it is only natural that we all start to speculate and come up with (most likely) incorrect reasons as to what is actually happening.

    Apparently, only a few of us received a private message that I am requesting for the fourth time.  I'd rather see a programming solution to prevent future recurrence, but I suppose this is the only way for now. TIA
