Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

I have the same issue. For me it occurs when I transition from my main inbox with a reading pane (right side) to a folder within that does not have a preview pane. Switching between two folders without a preview pane corrects the issue.
I moved my reading pane to the bottom and the issue does not occur.

Same issues as well. Have disabled all addins, completely uninstalled and reinstalled, created new profiles, etc,etc. Still no fix. In our issue, the whole menu bar at the top is black, as well as occasionally the message body will be all black too.
Need a fix ASAP microsoft!!!!
I have the same issue (64 bit version) and I've tried everything, including reinstalling Office 365. Reinstalling helps for a week or so. Issue returns for no apparent reason.
I have Outlook 2016 Pro Plus version and have the same problem, I'm going to try and uninstall my 32 bit version and install the 64 bit I'll reply and let you all know what my results are.
