Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

Currently, a few users still have it and just minimising and maximising sorts out the issue. Its rare, so I will close this as the workaround is viable until the issue gets resolved in a future release.
I have this problem also, restarting Outlook fixes it. It seems to be a focus issue - when I minimise Outlook for a while and come back to it the scroll bar turns black.
We have the same issue, We will uninstall, clean and install office again to see if the issue persists.
