I use the free browser add-on app called:

    Webmail Ad Blocker

There are versions for Firefox and Chrome.

Works for me ... removes the ads on right side of my outlook.com inbox, and expands the inbox to reuse the space previously occupied by the ads.

Outlook.com is an ad-funded mail system. If you don't want to see the ads, then pony up for Ad-Free Outlook.com ($19 per year) or use a browser that supports ad-blocking plug-ins like Firefox and Chrome. Even Edge has one now, but it's not very good yet.

If you don't want to see the ad pane, you have two options. The first is to pay for ad-free Outlook.com. It costs $19/year. The other option is to use a browser that allows plug-ins, like Chrome or Firefox, and install a plug-in that suppresses ads and modifies the web page to remove the pane.
