Is there any way to disable junk-mail/spam filtering completely in Outlook.com? I'd prefer my Windows client to handle this locally, thus everything I receive to my @outlook.com address should be going into Inbox.

While this is an okay solution after-the-fact, on a case-by-case basis, emails from new senders are still relegated to junk mail. This solution doesn't remove the need to regularly trawl through one's Junk folder looking for missed mail.
Are there any plans to implement an "Off" option for the junk email filter?

Welcome to Microsoft Community. We understand that you wanted to give access to all of your incoming emails to be sent to Inbox folder rather than checking frequently your Junk folder for legitimate emails.
As what previous moderators mentioned in this thread, by design, SmartScreen filter, filters email messages coming in your account.
Is your junk email filter is set to Exclusive level? If yes, all emails that are not added in your contacts and safe senders list be will sent directly to your Junk mail filter.
If you want to lessen the emails that are coming to your Junk folder, I recommend that you set your junk mail filter to Standard level. All email senders that are added in your contact, safe senders list or emails that you have replied to will be sent directly to your Inbox folder.
You can also can create an email rule or add the legitimate senders to your safe senders list to avoid emails coming to your Junk folder.
