This affects two PCs I have built and is a relatively recent problem.
My older PC requires me to physically unseat the Nvidia 2070 every time before I can use the intel IGPU to get to the BIOS.
My much beefier, watercooled gaming computer uses an intel 13600KF CPU, so there is no onboard GPU to which I can revert. Even if I did have an IGPU, I'd still have to open my case and unseat my graphics card which is not an option because its watercooled and as such necessarily locked in place.
Microsoft, please address this.
EDIT: The solution for me was to reset my BIOS by removing the battery. Once back into the BIOS, the fix on my Asus z790 was to enable CSM--the compatibility support module. Looks like this is a likely BIOS problem, not a windows one.
I am not certain which of my rig is a "legacy" piece of hardware. Perhaps its my TV (Samsung q60 4k that I use as a monitor. It unlikely to be the Nvidia 3080ti video card.
