I found a really easy fix. This error is due to the updates already being installed.

Simply scroll down in the Windows Updates, and:

        1. click on pause updates for 1 week.

        2. resume updates again

Windows updates will recheck for new updates and it will be fixed.

This happens to me sometimes when updating a brand new computer. It looks like it happens when there are 2 update versions and the later one gets installed first. I have to clear the update cache to force it to rescan and realize that i've already got the latest version installed.
