Windows 10 will not update anymore; stuck in 1909

TLDR: Update page shows "Your device is missing important security and quality fixes." for the last one week. It is still in Version 1909 Build 18363.1556.

Long story: It has been promising Feature update 2004 for quite a long time but did not really deliver. However, I had been getting regular security and quality minor updates. Around a month ago, when I started getting the end of service notifications for 1909 I tried to force updates by hitting "Check for updates" and it tried doing a huge download for 20H2. I think after a long installation process it aborted around 45% and rolled back. Tried a couple of times and the same result.

Now, I did a few methods suggested in various forums and Microsoft support sites like running update troubleshooter, a scan, running commands as administrator, setting right a few registry entries etc. I even rolled the last cumulative update for 1909 KB5003169 and it got reinstalled on the next reboot but the "Your device is missing important security and quality fixes." returned.

I am worried because I will be missing out important security updates given that 1909 has reached the end of service.

UPDATE: The error code against the update 20H2 update is given as 0xC1900101

    Thank you for your continued support.

    I did go ahead, download the 2004 version and tried installing as per your instructions earlier. This time, however I did a clean boot, and installed without the option to download updates (though I should say that the clean boot was probably not complete as msconfig kept freezing everytime I tried to disable non-Microsoft services and would not shutdown properly). Nevertheless the result was the same and I got the following screen.

    Meanwhile, I don't know if it is relevant. I tried doing DISM RestoreHealth with and without source options. I used current ISO downloaded from Media Creation Tool as source. In both cases, it returned a source not found error. 

    Thank you again for your help and hoping that these folders help in fixing this problem as I hate to do a complete reset.

    Hi Paul, 

    Thank you for your suggestion. I haven't tried your suggestion yet. 

    Before your suggestion came, I tried contacting Microsoft support chat and explained gave them this thread as reference. They suggested I go through the Repair Upgrade process except that this time I download the ISO file to desktop and try do a "Custom installation that will remove all your apps but will not affect personal files". I tried that too but same sequence of events happened and I restored to the same old status.

    However, this time and the last time I tried the Media Installation time, Windows 10 Setup screen with the following message shows up on the first boot.

    "We couldn't install Windows 10.

    We've set your PC back to the way it was right before you started installing Windows 10. 

    0xC1900101 - 0x30018

    The installation failed in the FIRST_BOOT phase with an error during SYSPREP_SPECIALIZE operation"

    One thing, I did notice even before I started all this is that the "Update history" page of Settings consistently showed the error 0xC1900101 everytime I tried the major update in the past week.

    I suggest that you try repair upgrade to Windows 10 version 2004.

    Download the Windows 10 version 2004 from the link below.

    Repair Upgrade installation.

    1. Right-click Windows 10 ISO file and click Mount.
    2. Open/run the Setup.exe.
    3. The preparation starts
    4. To get important updates, select Download and install updates. (Wait while checking for updates).
    5. Accept the terms of the license agreement
    6. The installation is ready to be applied, verify the information and ensure that "Keep personal files and applications is checked".
    7. Click on Install to start the upgrade.
