Have you tried to remove the *account* FROM WINDOWS (not the phone)? Also have you checked that there are no issues with the accounts WITHIN WINDOWS? (It appears that my problem was connected to an account I had in Windows that did not have an e-mail associated with it - WITHIN Windows, that is)
Your Phone / Link to Windows - stuck at 60% during set up
Hi, I am trying to connect my phone (Galaxy Note 10) with my laptop (Dell XPS 15), however it's been stuck at 60% per the screenshot below. I have tried restarting both devices and apps but it has not changed. Please advise on how to fix this issue.

I'll share my experience and how I fixed it.Quick recap: until recently the connection between my S10e and Windows 10 worked flawlessly - EVEN THOUGH I DID NOT USE IT VERY MUCH. Then something happened and yesterday it stopped working (I could receive phone calls on windows, but could not open the phone's screen or any app within windows.
So I reset everything (purged cache, purged all data on both mobile phone AND PC - I even uninstalled the apps and reinstalled them on both). I could not complete the linking process - and was stuck at 60% (on PC - on the phone it completed the process and was waiting for the final permission).
One thing to note: on my PC when I had to input the microsoft account I was presented with a window with 3 accounts: my personal o365 account, my working account, and a legacy skype account - I was trying to connect with my personal o365 account.
Something had happened recently that broke this functionality - but what was it?
It turns out that recently I started using skype with my legacy account on my laptop with: a user that only has username and no e-mail. I set it years ago and re-spawned recently as I work from home now - and as a matter of fact I get windows notifications that some microsoft account needs to be fixed...Suddenly I was struck with an idea: could it be that this account needing to be fixed is causing the issue? I removed the skype legacy account from windows settings (win->settings->Account->e-mail and account) and... boom! the app now completed the process!!
I don't know whether this set up is similar to yours (I had an account that was causing troubles with windows as it didn't have an e-mail and it was seemingly causing issues with the app), but if it does I hope it does indeed solve your problem (and maybe other people's too).
You have done what the "advisors" can't. Resolved this issue. This should be added to Microsoft's troubleshooting page. I work in IT and as usual, the standard troubleshooting steps are garbage and insult most folks intelligence by giving basic steps that are already covered before we look online for help. I have spent 6 hours online reading multiple forums, blogs and posts trying to find a resolution to this issue. App worked fine a year ago for my LG phone. Stopped working and I could never get it to connect again. No problem, just didn't use it. Got a new Samsung yesterday and had built in app for Your Phone. Decided to give it another try and after wasting hours trying to get this working, stumbled across your post. Went into accounts and removed a 2nd MS account and voila, within seconds app connects.

2021-04-22T21:42:21+00:00 I have the same problem and it is incredibly frustrating, because when this works it is really useful. I tried to connect my S10 to my new HP X360 laptop running Win 10 Home and no matter what I do it stops at 60%. Even more frustrating is that it suddenly started working for a couple of hours and then just as quickly stopped. It had also been working on an older Lenonov L520 running Win 10 Pro for a month and now that has stopped too. I've been using computers, Microsoft windows and some Microsoft programs since 1983 and Samsung products for over a decade, and I have concluded Microsoft and Samsung support on this situation is pretty much worthless. When Microsoft and Samsung things work, they work well, but when they don't you are basically on your own. Easily connecting a cell phone and a PC wirelessly should be a no brainer for Microsoft and Samsung - get it done!!!! And I am on the same wifi and Microsoft account on all devices. Very frustrating :-(
