Error 0X800701B1 - how to fix it?

If people read through this whole thread they will understand that the problems are with a secondary hard disk controller.  My problem was with a secondary hard drive controller with a Marvell chip.  I swapped out the controller and my errors disappeared.  I'm not sure what you can do if your problem is with a USB drive, but the issue is probably tied to the controller and not the drive itself or Windows software or drivers.  I recently took a look at my Marvell controller that I had previously removed and found that some of the dips were sent incorrectly, but I am not going to reinstall it to see if it works OK if I set the dips correctly.  My findings have been that the secondary hard drive controller, especially if it has a Marvell controller chip, is the cause of these errors.  If you have a secondary hard drive controller, replace it or if you have a USB drive, move it to a different USB port.

No issue after 3 more days of normal usage. I can use SATA analyzer to see where the issue is later. For now, from what I can tell, the problem seems to be faulty drive power management command during heavy loading. Can't know until digging into command sequence.

Having problem with external hdd drive and after scanned and fixed, problem keeps appearing. Furthermore another error message when transferring files Error 0X800701B1. Kindly advise how to fix it.

look at your partitions. if you have a #2 partition on the internal hard disk, it will say, "To do this, I am pointing to your DVD/CD. "  And the partition is corrupt.  in ' gparted '  you can see your disk partitions.

And, you can use ' Diskpart ' in windows from an command line, or WinPE X:\ environment.

I had a dvd problem, HP GUB0N  said it could not format/erase/write to dvd+RW.  Well, I had a stack, and I thought I had made backup of the system first thing, but nothing is on them.  The cd/dvd drive takes  cd-r, cd-rw, dvd-r, or dvd-ram disks... 

Installing upgrade from 1809  to 1909, I have tried all manner of ways with the same result. fail.

The drive suddenly blue-screens, with " I got no device" x0c000001..

So, I look, and the MSR partition (my #2 part) is red.. corrupted. 

What it wants is a cd-rom..boot disk from the factory.  If you do not have one, try bcdboot with care!!!

be sure you got all data off.. and do not want the c:\windows.    bcdboot can tell you things also... like, the GUID numbers of the boot devices, and order of boot..

My problem is, why does this say my disk 0, is not the correct thing.  And why the system put that 0 is my cd-rom?   I am not sure, but.. the upgrade installs have been with directions from microsoft to do that.

I suspected a driver, but maybe it was this corrupt partion that made my installs fail..
