2 days ago i upgraded my windows 10 to build 1903 , since then ,
randomly and during any activity (gaming , watching a video ..etc) ,
screen with the word "locking" in the middle appears for half a second and my laptop goes into sleep mode
and then i have to turn it on again
this never happened before the update , i tried to reset and fresh start but, nothing worked , and now i can't get back to previous build
what do i do ?

So, I solved the issue (for me, at least) a long time ago but forgot to report back. My apologies
Basically,
Settings -> power and sleep -> additional power settings -> change advanced power settings -> battery
Then, change critical battery action and low battery action to do nothing both on battery and plugged in
I don't know if others already solved the problem In a different way, but i Hope that helps

It's a problem with windows 10 they won't acknowledge exists. Usually happens to me if my lid is closed , even if i have my monitor hooked up to a screen. I usually just keep the lid open even if I'm not using its screen and using a actual monitor. but once it fully turns off just press the power button and it will turn back on with all your programs still up. Hit your power button on the computer

Check the manufacturer's Support web page for your full model number to see if there is a battery issue or recall for it. Remember you have a full one year warranty for PC and parts replacement or repair so I'd use it if still available.

Right click Start to open Device Manager, under Battery choose the battery device, then Driver tab, then if available Roll Back the driver. If not available, choose Uninstall Driver, restart PC to reinstall.
If this was caused by Windows Updates then you can check which were installed at Settings>Update & Security>Windows Update under Installed Updates, then uninstall them from the link there, and hide with the Hide Updates tool downloaded from here: http://download.microsoft.com/download/f/2/2/f22d5fdb-59cd-4275-8c95-1be17bf70b21/wushowhide.diagcab
You can also use System Restore to get before the problem began, then check for Updates with the Hide Update tool and hide them: http://home.bt.com/tech-gadgets/computing/how-to-fix-windows-10-problems-with-system-restore-11364008291943
If this was caused by a Version Update then for 10 days you can roll it back in Settings>Update & Security>Recovery and then hide it until it matures using the Hide Updates Tool which is explained more here:

If nothing else helps then you might need to replace the battery. However I will tell you that most OEM after-market batteries and chargers have problems so I would only buy the official manufacturer's battery from the PC maker to be sure.

Now my battery is flat it doesnt response n the led lights flickers all the time with orange color and it says 0% available plugged in but it does not charge in hours even in 24 hours what 2 do now
