    I am having the same issue with KB4103727 Windows Update.  My error code is 0x80070bc2.

    This updates downloads, say they are installed but a restart is required to apply the update which fails.

    I have tried pretty much every possible fix in various posts:

    • uninstalling the updates, downloaded from the Microsoft catalogue and manually re-installed.
    • used the Microsoft diagnostics tool (wu170509.diagcab) to trouble shoot the installer. It said the database is corrupt. Says it has fixed everything.
    • I downloaded a tool that resets Windows Update (Wureset Windows 10). Ran the batch file ... then Windows update would go and grab the update again and the cycle repeated ... the update did not install.

    Nothing works.

    The May 8th Security Update for Adobe Flash Player is also not completing it's install.

    My system info:

    • HP Spectre x360, Intel Core i7-5500U, CPU 2.4 GHz
    • Windows 10 Home - version 1709, OS Build 16299.371

    Same problem for several weeks now on my Dell laptop running factory installed Windows 10 Home. Intel (R) Core (TM) i5-7200U  CPU  2.50 Ghz  2.70GHz  8.00 GB RAM   64-bit/

    Will not install.

    To help us to help you and to properly get answers to your post you should include some minimum information.

    1.  Device type. ie Desktop, Laptop, Tablet, Surface, Phone

    2.  Who made it and model, HDD size. If home built what type motherboard, Intel, AMD, Drive size

    3.  OS type, Home, Pro, Enterprise, etc

    4.  Current build.  Go Settings, System. About. OS build XXXXXX.XXXX

    I am having a similar issue and also had the issue with the April Cummulative update that never installed.  Mine just says waiting for restart even though I have restarted my computer several times.  Just sits in the update section telling me I need to restart.

    My computer is a home built desktop PC.

    Processor AMD Ryzen 7 Eight Core Processor

    Ram 16 GB 

    Video NVidia Geforce GTX 1080 TI

    I was able to use a bootable usb drive created with Windows 10 Media Creation Tool to break the failed install and get to the advanced troubleshooting menu. I was able to restore to previous version of windows which eas prior to Version 1803—the April update.  I successfully restored my system, then downloaded the April and May updates without any problems.
