Yes. I had to delete all files under windows/downloadedfiles under c drive. And restarted update service. Seems some files were corrupted.

2018-07-13T04:20:06+00:00 Thanks, that fixed my issue on both my Windows 10 Surface PC and Windows 10 Desktop. Also, WTF is up with MSFT keeping all those damn downloads there; it was wasting 5-6 GB of space!
