Windows 10.0.16299.19 upgrade failed and it gives the message: "Windows could not complete the installation. To install Windows on theis compuiter, restart the installation." i tried the method in https://answers.microsoft.com/en-us/windows/forum/windows_7-windows_install/windows-could-not-complete-the-installation-to/bf09c3c5-298b-459f-aed5-4f431b8398f5?auth=1 but it does not work. There is no cursor on the screen, there is no “local user and group” in Double click Computer Management (Local) -> System Tools -> Local Users and Groups -> Users -> Double Click Administrator -> Uncheck Account is disabled -> OK this step

there is no response when i try oobe> msoobe

Please help me, thank you!

    The procedure of DatayYC worked for me.

    Additional hurdles along the way:

    step 1: USB install media creation failed with error code 0x80042405 -- 0xA001A. I could solve this by copying the MediaCreationTool.exe i downloaded to the USB and run it from there.

    step 4: Could not find the USB drive. I used this command to find it was actually mounted to the J: drive (!?)

    C:\>wmic logicaldisk where drivetype=2 get deviceid, volumename, description

    I solved this by creating installation media, booting it and selecting repair. It booted into the menu where you can select to return to previous windows version.

    The solution of andre costa asks to download a win10 image. The download says i need a valid license. Is there a way to recover my license from my "not upgrading" computer. Or will the new install recognize there  was a license on the old system (this was a dell computer with a win8 license that has been upgraded)?

    If you don't have another partition, we suggest that you check Anne Ros post on this thread which will route you to the thread that contains steps posted by Andre Costa. The link provided contains all the necessary information including troubleshooting guides on how to create a bootable copy on an empty USB thumb drive. Once done, you may proceed with the installation.
